Workshop Organized on Plant Protection Varieties and Farmers’ Rights

A Workshop on Plant Protection Varieties and Farmers’ Rights (PPV&FR) was organized by Zonal Project Directorate, Zone-II, Kolkata in collaboration with PPV&FR Authority, Department of Agriculture and Cooperation, Ministry of Agriculture, Government of India at Farmers’ Training Centre, BCKV, Kalyani, Nadia on 17th December 2013.

Prof. Biswapati Mandal, Pro Vice-Chancellor, BCKV inaugurated the workshop.

Dr. Ravi Prakash, Registrar, PPV&FR Authority informed that Authority is committed to protect farmers’ rights in the event of germplasm collection and development of crop varieties. He emphasized on implementing the PPV&FR Act across the zone to help farmers involved in development of plant varieties.

Dr. A.K. Singh, Zonal Project Director, Zone-II urged the KVKs to implement the programme through empowering farming community in right earnest to ensure that the farmers get adequate recognition/reward out of their endevour.

In the technical session Dr. Ravi Prakash explained the provision made in the act for attracting farmers and breeders towards development of new varieties/germplasm collection. Speakers also discussed on protection provided to the farmers in the process of applying ownership of already developed varieties, procedure for filling up application form for availing ownership. They focused on the role of breeders, relevance of gene bank, NBPGR and other organizations involved in variety development process.

In concluding session, Dr. A.K. Singh emphasized on submitting application by the individual farmer or group farmers who have contribution towards variety development in the identified crops.

Dr. Ravi Gopal, Director Research, Bihar Agricultural University, Bhagalpur, Director of Extension Education of BCKV and UBKV, Joint Registrar, PPV&FR Authority, officials from ZPD-II, RAU, Pusa, BCKV, Nadia, 37 KVKs and 25 farmers participated in the workshop.
