ICAR-National Rice Research Institute, Cuttack has organised two days orientation programme on Public Financial Management System (PFMS), General Financial Rules (GFR) and Goods & Services Tax (GST) during 11-12 September, 2017 for administrative personnel of ICAR institutes.
There has been a paradigm shift in procurement processes with e-procurement, e-publishing, GeM and indirect taxation with introduction of GFR, 2017 and GST. Further, implementation of PFMS has forced the government organisation for timely & effectively utilizing the government grant. To make the administrative personnel of ICAR aware about the new changes by the Government of India, a capacity building programme has been organized.
The programme has been attended by more than hundred participants of the ICAR institutes located at Cuttack, Bhubaneswar, Kolkata, Ranchi, Patna, Guwahati and Port Blair. The programme has been conducted with the expertise of in-house resource persons with on line demonstration on purchases through GeM, tender uploading on CPPP, receipt of fund & uploading of utilization certificates through PFMS. Dr H.Pathak, Director, Chaired the function and graced the occasion. The programme has been successfully co-ordinated by Mr. S.K. Das, Finance & Accounts Officer, ICAR-NRRI under the overall supervision of the Chief Administrative Officer. The programme ended with vote of thanks by Shri B.K. Sahoo, Administrative Officer.
