Shri Sandeep Sarkar, Additional Secretary, DARE and Financial Advisor, ICAR, visited the ICAR–Research Complex for Eastern Region, Patna, today to review the Institute’s research, technology development and financial management activities.
Dr Anup Das, Director, ICAR-RCER, briefed Shri Sarkar on the Institute’s achievements and ongoing research, highlighting farmer-centric, climate-resilient and resource-efficient technologies, including the flagship Rice Fallow Management Programme, Integrated Farming Systems, Smart water management practices. Livestock and fish based modules, horticulture based land use models and sustainable intensification of the rice–wheat system to enhance land and water productivity and improve the livelihoods of small and marginal farmers in eastern India. He also informed that climate-resilient rice varieties developed by the Institute are now cultivated on nearly five lakh hectares across eastern and other parts of the country.
Appreciating the Institute’s contributions, Shri Sarkar emphasized greater convergence, inter-institutional collaboration and wider dissemination of research outcomes to strengthen sustainable agriculture and improve farmers’ incomes. He commended the system based multidisciplinary modules of the Institute and emphasised that such system based approaches which breaks silos are the need of the hour to achieve national priority. He stressed that research should remain farmer-centric and lead to scalable, location-specific and problem-solving technologies with measurable field-level impact.
Highlighting the importance of financial prudence, Shri Sarkar called for value-for-money expenditure, efficient utilization of financial and human resources, and greater focus on investments that generate tangible scientific outcomes. He also stressed convergence among programmes, adherence to GeM procurement procedures, effective technical supervision, timely monitoring of contracts, and stronger financial discipline. Shri Sarkar encouraged the Institute to strengthen technology commercialization, collaborative research, quality seed production and partnerships with research organizations, industries and other stakeholders to accelerate the transfer of ICAR technologies to farmers.
Scientists and staff, including those from the Farming System Research Centre for Hill and Plateau Region, Ranchi, and Krishi Vigyan Kendras at Ramgarh and Buxar, also interacted with him on research and extension activities.
During the visit, Shri Sarkar visited the experimental fields, livestock farms, Integrated Farming System models and the Swarna Vatika Knowledge Park, where he discussed technology dissemination and institutional collaboration with scientists. He also participated in a tree plantation programme and released an Institute publication entitled “From Research To reality: experiences from farmers’ fields”.
