The three-day Master Training Programme on Vigilance Perspectives for ICAR Vigilance Officers and Officials concluded successfully at ICAR–National Academy of Agricultural Research Management today, under the aegis of ICAR, New Delhi.
Dr. D. Thammi Raju, Vigilance Officer and Programme Director, underscored the critical importance of the master training initiative in enhancing vigilance capabilities across ICAR.

The intensive sessions covered key themes including Preventive Vigilance and Good Governance, Vigilance Administration and Institutional Frameworks, the Roles of Central Vigilance Commission (CVC) and Chief Vigilance Officers (CVO), Whistleblower Complaints handling, Conduct Rules, Departmental Enquiry procedures, Procurement principles and challenges, Roles of Investigating Officer and Presenting Officer, Enquiry under the POSH Act, implications of penalties, and detailed case studies during the programme held from 17-19 November, 2025.
The Valedictory Programme featured Dr. Seema Jaggi, Assistant Director General (Human Resource Development), Education Division, ICAR, as the Chief Guest. Dr. Jaggi highlighted the pivotal role of vigilance officers in upholding integrity and transparency within institutions.
Dr. Gopal Lal, Director of ICAR–NAARM and President of the function, encouraged participants to apply their enhanced knowledge to improve governance and quality standards in their respective organizations. He also emphasized the virtues of time management, honesty, and sincerity in official duties and urged participants to organize awareness programmes at their home institutes.

Dr. Vivek Purwar, Chief Administrative Officer (SG) and Programme Director, extended a formal Vote of Thanks, marking the successful completion of the programme. This training programme reaffirms ICAR’s commitment to strengthening vigilance mechanisms and promoting a culture of ethical governance throughout its network.
The programme witnessed participation from 26 officers representing 14 states across India.
