ICAR-National Academy of Agricultural Research Management, Hyderabad and HRM Unit, ICAR HQ organized a webinar on ‘Reforms in Governance @ ICAR’ as part of the ongoing SADHANA Saptah celebrations (April 2–8, 2026) under the iGOT Karmayogi initiative.
The webinar aimed to promote the spirit of continuous learning, capacity building, and institutional excellence among stakeholders across the National Agricultural Research, Education and Extension System (NAREES). The event witnessed enthusiastic participation of over 5,000 participants through more than 2,700 logins, including ICAR employees, participants from Central and State Agricultural Universities and Krishi Vigyan Kendras across the country.

In his keynote lecture Dr M. L. Jat, Secretary, DARE and Director General, ICAR, outlined key governance reforms in ICAR, emphasizing participative, transparent, and citizen-centric governance aligned with the vision of Viksit Bharat 2047. He highlighted major initiatives including restructuring of regional stations, establishment of the MELIA unit, and implementation of the ICAR Research Data Management Policy, along with reforms in communication, gender inclusivity, resource mobilization, and pension digitization. He also discussed administrative and academic reforms such as decentralization, streamlined career advancement, alignment with NEP 2020, promotion of natural farming, and a focus on accelerated varietal development, indigenous technologies, and data-driven, demand-led research.
Delivering the inaugural address, Dr J. K. Jena, Deputy Director General (Fisheries and Agricultural Education), ICAR underlined the significance of innovation, reforms, and continuous learning in achieving excellence in governance.
In his opening remarks, Dr S. K. Sharma, Assistant Director General (HRM) and Nodal Officer for iGOT at ICAR, highlighted the importance of capacity building and human resource development in strengthening governance systems.

The webinar reinforced ICAR’s commitment to building a transparent, efficient, technology-enabled, and farmer-centric governance framework. It also highlighted the role of Mission Karmayogi in fostering a culture of continuous learning and professional development among government employees.
The event concluded with a vote of thanks by Dr. Gopal Lal, Director, ICAR-NAARM, acknowledging the contributions of all dignitaries and participants.
